Recently California has seen a surge in COVID-19 cases and Disney has taken additional steps to keep guests and cast members safe. In response to the surge, dining at Downtown Disney and Buena Vista has been limited to take-out only. Due to this, most dining options, including Starbucks have been closed.
Disney has also announced that no eating or drinking is allowed on premises. All food or drink must be taken outside of Downtown Disney to be consumed. These regulations are to ensure guests are wearing their masks at all times to prevent the spread.
Hopefully we will see things begin to settle down so we can have more dining options available in Buena Vista Street and Downtown Disney. Right before this there were rumors that the DCA borders were going to expand into Grizzly Peak and possibly down to Pacific Wharf. They did open Off the Page and Beyond Hollywood and allowed guests to wander beyond the Red Car Trolley.
It's possible that once on-site dining can resume we will see that expansion come to fruition and we may even see Main Street open in Disneyland. What I wouldn't give to walk down Main Street again and look at the castle.
